The closing “nevertheless” in v. 17 supplies a sober qualifier, keeping the account from sounding like total success. Manasseh ruled Judah for a long period under Assyrian dominance, when small kingdoms often showed loyalty to imperial power and were exposed to outside religious influences. This short unit presents Manasseh’s change of direction in visible, public ways. The story pairs security work (walls, commanders, fortified towns) with worship reordering (removing rival gods and unauthorized altars, restoring Yahweh’s altar, renewing offerings). The passage also refuses to call the outcome complete: the final line adds a real limitation—people continued sacrificing at local high places.
Several points are explicit in the text. Manasseh strengthens Jerusalem’s defenses and installs military leadership across Judah’s fortified cities (v.14). He removes “foreign gods,” an “idol” from the temple, and the altars he had set up in Jerusalem and on the temple mount, and he throws them out of the city (v.15). He “built up” (restored) Yahweh’s altar, offered peace and thank offerings, and ordered Judah to serve Yahweh, the God of Israel (v.16; Yahweh). Nevertheless, the people still used high places, though now “only” for Yahweh (v.17).
What “the idol” refers to (v.15). Some take it as one particular object singled out for removal. Others take it as a general way of speaking about an image or images associated with Manasseh’s earlier practices, with the writer highlighting their removal without focusing on an inventory.
What “built up the altar” means (v.16). Some understand it mainly as repairing/rebuilding physical damage. Others think the main emphasis is restoring the altar’s proper function after it had been neglected or displaced, whether or not major construction was needed.
How to evaluate “only to Yahweh” at the high places (v.17). One reading treats this as partial improvement: the people are no longer mixing in other gods, but they still resist worship being centered where it should be. Another reading treats it as a more neutral compromise: the key problem earlier was who was worshiped, and now at least the target is Yahweh—even if the location practice remains irregular.
The passage is brief and assumes background knowledge about temple worship norms and “high places.” It also uses summary-style phrases (“the idol,” “built up the altar”) that can cover more than one concrete scenario. Finally, v.17 contains both a negative (“nevertheless… still in the high places”) and a positive qualifier (“but only to Yahweh”), which invites different judgments about how serious the remaining problem is.
It adds a “mixed-results” picture of reform. Royal action can remove major rival objects and restore official worship (vv.15–16), yet public practice may still lag behind or reroute worship into older patterns (v.17). It also links political stability and worship order as paired features of Manasseh’s post-crisis reign: rebuilding the city and re-centering the temple are narrated as parallel parts of reestablishing Judah’s life after disruption (2 Chronicles 33:14–33:17).
