Verse by Verse
Hearing the foreigner Solomon includes “the foreigner” who is not part of Israel but travels from far away because of God’s reputation and power. When such a person prays toward the temple, Solomon asks God to hear from heaven and answer what the foreigner asks. The stated purpose is public: so that all peoples can come to know God’s name and show reverence like Israel does, and so they recognize the temple as bearing God’s name.
Hearing Israel in battle If Israel goes out to fight enemies “by whatever way” God sends them, Solomon imagines them praying toward the chosen city and the temple. He asks God to hear their prayer and request, and to “maintain their cause,” meaning to support them and set matters right for them in that conflict.
Hearing the exiles who turn back Solomon anticipates that Israel will do wrong—adding the broad observation that nobody avoids wrongdoing—and that this will lead to anger and to being handed over to enemies and carried off captive to a distant or nearby land. If, in captivity, they come to their senses, turn back, and confess their wrongdoing, and if they return with their whole inner loyalty, then they will pray oriented toward their land, the chosen city, and the temple. Solomon asks God to hear from heaven, uphold their cause, and forgive the people who have sinned.
Literary Context
These verses sit inside Solomon’s long temple dedication prayer (2 Chronicles 6), where he keeps pairing a real-life crisis with a request that God “hear from heaven” when people pray toward the temple. The section follows earlier requests about justice cases, drought, famine, and plague, and it continues the same pattern: a situation arises, people pray in relation to the chosen city and house, and Solomon asks God to respond. The logic emphasizes the temple as a focal point for public worship, national life, and appeals for help, whether the pray-er is Israelite or not.
Historical Context
In the story’s timeline, this is early in the united monarchy, presenting Jerusalem’s temple as the central sanctuary connected with the king and people. The prayer assumes international awareness of Israel’s God (“great name,” “mighty hand”) and also assumes the realities of war and forced deportation. In the book’s later setting, Chronicles was shaped for a post-exile community living under imperial rule, for whom memories of defeat, captivity, and return were not theoretical. These lines would naturally speak to a community rebuilding identity around Jerusalem, prayer, and the temple’s meaning after displacement.
Theological Significance
These verses present Solomon’s temple prayer as a set of “when this happens… hear from heaven” requests. The temple matters, but God is explicitly located in heaven (“from your dwelling-place”), so the building is not treated as a container for God.

A clear emphasis is God’s name—his public reputation and recognized authority. The temple is “called by your name,” meaning it is marked out as connected to him and to his worship.
The prayer also makes room for three situations: outsiders who seek Israel’s God, Israel in conflict, and Israel in exile because of wrongdoing. In each case, Solomon asks God to hear, act, and (in exile especially) forgive.
1) Does God promise to grant every foreigner’s request? The text reports Solomon asking God to “do according to all that the foreigner calls to you for” (v.33). Some read that as a broad openness: any outsider who prays toward the temple can expect an answer, because the goal is that “all peoples” come to know and reverence God (v.33). Others read it more narrowly: Solomon is voicing an ideal request, but it still sits under the wider biblical pattern that God answers in line with his purposes, not as a blank check.
2) What does “maintain their cause” mean in battle and exile? Some take it mainly as “give victory” in battle (vv.34–35). Others take it as “do what is just / set things right,” which could include vindication, protection, or a right outcome that is not simply triumph. In exile (v.39), it naturally overlaps with restoration and forgiveness.
Both questions arise because the passage is a prayer, not a narrated outcome. It gives strong language of request (“do according to all,” “maintain their cause”) but does not specify limits or how God’s answer might look in every case.
Explicitly, it links prayer “toward” the chosen city and house with appeal to the God who hears from heaven (vv.32–33, 34–35, 38–39). It also portrays Israel’s relationship with God as moral and covenant-shaped: wrongdoing can lead to exile (v.36), but repentance, confession, and whole-hearted turning back are the stated pathway for renewed hearing and forgiveness (vv.37–39). Finally, it presents foreigners as legitimate pray-ers whose seeking of God’s name serves a global purpose (v.33; see 2 Chronicles 6:33).
