The lion with eagle wings altered Daniel sees the first animal “like a lion” with “eagle’s wings.” He watches until the wings are plucked off. Then the animal is lifted from the ground, made to stand on two feet like a man, and is given a human heart—shifting its stance and inner disposition toward something more human.
The bear commanded to consume A second animal appears “like a bear,” unevenly raised “on one side.” It already has “three ribs” in its mouth between its teeth. A voice (or voices) commands it to get up and “devour much flesh,” emphasizing aggressive expansion and consumption.
The winged, four-headed leopard granted rule Next Daniel sees an animal “like a leopard” with four bird wings on its back and four heads. The key action is that “dominion was given to it,” highlighting that its authority is received rather than self-originating.
Literary Context
This passage sits inside Daniel’s night vision of four animals (7:1–28), where Daniel reports what he sees as it unfolds. The vision moves in a steady sequence: first animal, then second, then third, then an especially terrifying fourth. The descriptions highlight visible changes and actions, not explanations, so the reader is meant to track the escalation and the shifting details. The focus narrows from whole animals to a specific feature (horns), and then to one new horn, setting up the later scenes in the chapter where attention shifts from animal imagery to judgment and rule.
Historical Context
Daniel is set in the world of exiled Judeans living under large imperial powers. Stories and visions in the book reflect life under rulers who can expand, dominate, and reshape the lives of smaller peoples. Animal imagery was a common way in the ancient Near East to picture kings and kingdoms, especially their power, speed, and violence. In that setting, describing empires as beasts communicates how overwhelming and predatory such rule can feel from below, while also hinting that these powers rise, change, and are replaced over time.
Theological Significance
Daniel’s vision shows a sequence of four beasts rising one after another, each marked by striking features and actions (wings, teeth, heads, horns). The picture escalates: the fourth beast is “different,” exceptionally violent, and its threat narrows from the whole beast to its horns and finally to one “little horn.”

The terrifying fourth beast and the little horn The fourth animal is described as uniquely “awesome,” extremely strong, and different from the earlier ones. With iron teeth it devours, crushes, and tramples what remains. It has ten horns. As Daniel studies the horns, a new “little” horn rises among them, uprooting three existing horns. This horn has human-like eyes and a mouth that speaks “great things,” drawing attention to its perceptive, assertive, and boastful presence.
Even before any later explanations in the chapter, the imagery communicates that political power can be predatory, unstable, and subject to change. The third beast’s authority is explicitly received (“dominion was given”), and the first beast is altered—its wings removed, then lifted and made more human—showing that these powers can be diminished or reshaped.
The little horn is introduced as a newcomer among existing horns that displaces others and speaks “great things.” The text itself portrays it as perceptive (“eyes like a man”) and loudly self-exalting (boastful speech), setting it up as a focal threat for what follows in Daniel 7.
Some interpreters read the four beasts mainly as four historical empires in succession, with the ten horns representing later rulers within the fourth empire, and the little horn representing a particular later ruler who rises from among them.
Others agree the vision concerns empire-level power but read parts of the imagery more generally: the beasts symbolize recurring patterns of oppressive kingdoms, and the little horn represents a culminating figure or office of arrogant rule that can appear in more than one historical setting.
Daniel 7:4–8 gives vivid descriptions but not identifications. Details like “raised up on one side,” “three ribs,” “four heads,” and “ten horns” invite historical mapping, yet the passage doesn’t say which events or rulers match. Also, horns can naturally suggest either “kings” or “kingdoms,” and the vision’s focus shifts from broad empires (beasts) to smaller units (horns), leaving room for different levels of specificity.
This unit establishes the storyline of the vision: successive powers rise; their might is real and violent; they change; and the climactic danger concentrates in a specific, smaller-but-disruptive ruler-symbol (the little horn) characterized by displacement of rivals and arrogant speech. It also contributes the theme that rule can be granted rather than seized (v.6), and that the most terrifying power is not just strong but crushing and trampling (vv.7–8).
