God’s unmatched rule and unbribable fairness Moses describes Yahweh as the highest authority (“God of gods” and “Lord of lords”) and as “great,” “mighty,” and “awesome.” Then he states what that greatness looks like in practice: God does not show favoritism based on a person’s standing and does not accept a bribe. The point is that God’s decisions are not purchased or bent by status.
God’s active care for the unprotected and the outsider God’s impartiality is illustrated by what he does: he “executes justice” for the fatherless and the widow—people likely to lack advocates. The surrounding section (10:12–11:1) presses for a whole-life response—fear, love, loyalty, and obedience—grounded in God’s past actions and character. Right before this, the focus is on God’s mercy and Israel’s need for inner change (10:12–16). Right after, Moses continues urging love and obedience (11:1). So 10:17–19 functions as a concrete moral implication: God’s greatness shows up in fair dealing and practical care, especially toward the vulnerable and the outsider.
Historical Context
Deuteronomy presents Israel camped in Moab near the Jordan, at the end of the wilderness period, looking toward settled life in Canaan. In that setting, the community will move from survival-mode to building courts, farms, households, and public norms. The passage assumes a society where orphans, widows, and resident outsiders could be easily exploited because they often lacked land, clan protection, and influence. It also assumes Israel’s lived memory of dependence in Egypt, using that shared history to shape how power is exercised once Israel has security and authority in a new place.
Theological Significance
Deuteronomy 10:17–19 links Israel’s treatment of vulnerable people and outsiders to what God is like. The text explicitly describes Yahweh as the supreme ruler (“God of gods” and “Lord of lords”), and then immediately explains that his greatness shows up in impartial decisions: he is not swayed by a person’s status and he cannot be bought (v.17). That same character appears in concrete action: he secures justice for the orphan and widow and materially provides for the sojourner (food and clothing) (v.18). Israel’s obligation to love the sojourner is grounded in Israel’s own history of being sojourners in Egypt (v.19).

Who the “sojourner” is. Some read the sojourner as a resident outsider who lives among Israel long-term without land or clan protection (a vulnerable neighbor within the community). Others take it more broadly to include any foreigner passing through, or present-day categories like immigrants in general. The passage itself highlights vulnerability and lack of protection, and it pairs the sojourner with orphans and widows, which leans toward a resident outsider in need of protection.
What “love” requires. Some understand “love the sojourner” mainly as practical care and fair treatment—especially legal protection and provision—because v.18 defines God’s love in terms of giving food and clothing. Others think it also includes personal welcome and social inclusion, not just minimum fairness. The passage certainly includes tangible support; whether it also implies deeper social belonging is an inference.
How v.17 relates to human courts. The text explicitly describes God’s impartiality. Many readers also infer that Israel’s leaders and courts are expected to reflect that same impartiality (since Deuteronomy is shaping national life). Others keep v.17 primarily about God’s character and see the human implication as secondary or indirect.
Why the disagreement exists The key terms are broad enough to allow more than one reasonable scope. “Sojourner” can refer to different kinds of outsiders in different settings, and “love” can cover both attitude and action. Also, v.17 is a statement about God, while vv.18–19 move toward Israel’s responsibilities; readers differ on how directly to carry the description of God’s judging into the design of human legal practice.
