The passage links backward to earlier reminders of Yahweh’s past victories and forward to the next steps in the story, where Joshua will lead the entry into Canaan. The repeated encouragement (“be strong,” “don’t be afraid”) functions as the emotional and practical bridge into a new stage.
Historical Context
The scene is set on the edge of the Jordan River, with Israel positioned to enter Canaan after years in the wilderness. They have already fought and won major battles east of the Jordan against Sihon and Og, so Moses can point to recent, concrete examples of successful conflict. At the same time, the next phase will involve confronting established peoples in the land, which would naturally raise fear and uncertainty. Moses’ words address that moment: leadership is changing, the location is changing, and the people must move from wandering to settlement.

Moses publicly commissions Joshua with the same assurance Moses then calls Joshua forward “in the sight of all Israel,” making the leadership transfer public and communal. He gives Joshua the same charge: be strong and courageous. Joshua’s task is to bring the people into the sworn-to-fathers land and to see that they inherit it. The passage ends by repeating the ground of courage: Yahweh goes before Joshua and will be with him, so Joshua should not fear or be dismayed.
The passage also puts the main weight on Yahweh’s continued presence and action. Yahweh “goes before” Israel (vv. 3, 8), will “destroy” the nations ahead (v. 3), and will “deliver them up” (v. 5). Israel’s future is framed as a continuation of what Yahweh has already done against Sihon and Og (v. 4). Joshua’s leadership is real and public (v. 7), but it is presented alongside Yahweh’s leadership rather than replacing it.
Two phrases invite more than one reasonable reading.
“I can no more go out and come in” (v. 2). Some take this mainly as physical decline due to age: Moses can’t keep doing the active work of leading. Others hear it more as an official capacity statement: Moses is no longer authorized to lead Israel’s next stage, whether or not he still has physical strength.
How to relate Yahweh “going before” and Joshua “going before” (v. 3). Some readers emphasize the layering: Yahweh is the decisive leader and Joshua is the visible human leader acting under Yahweh’s direction. Others focus on the practical handoff: Yahweh’s promise is carried forward through Joshua’s leadership, so Joshua’s “going before” is the main way Israel experiences Yahweh’s guidance in the next phase.
Why the disagreement exists The passage uses brief, high-impact phrases without extended explanation. “Go out and come in” can describe ordinary activity or leadership functions, and the text does not spell out which nuance is primary. Likewise, the text places Yahweh’s action statements and Joshua’s leadership statements side-by-side, which can be read as either strongly hierarchical (Yahweh above Joshua) or as tightly coordinated (Yahweh working through Joshua).
