Historical Context
Ezekiel prophesies from the Babylonian exile during the upheavals surrounding Judah’s defeat and Jerusalem’s destruction (early 6th century BC). In this setting, small states and border peoples jockeyed for advantage as Babylon consolidated control in the Levant. Mount Seir is commonly associated with Edom’s hill country southeast of Judah; relations between Edom and Judah were bitter, especially around Judah’s downfall and displaced populations. The prophecy uses the language of total war and depopulation—images that fit ancient Near Eastern patterns of conquest, flight, and ruined settlements that could remain empty for long periods.

One main question is what “perpetual” means here. Some read it as a long-lasting but not literally endless ruin (an emphatic way of saying “thorough and enduring”). Others take it as an absolute promise that the place will never recover.
A second, smaller question is what “watercourses” points to. Some understand ordinary rivers; others think of seasonal streambeds and ravines that only carry water part of the year. Either way, the point remains that no part of the terrain is untouched.

Also, the original term behind “watercourses” can be used for different kinds of channels, so translators and readers picture the landscape differently.
Explicitly, the text claims comprehensive slaughter (“in your… in your… in all your…”) and lasting abandonment (“cities shall not be inhabited”). Theological inference built from that is that judgment is portrayed as both physical (death) and social/economic (depopulation), and that the outcome is meant to establish Yahweh’s identity and authority through history.
