Ezra 7:25–26 presents a royal order that gives Ezra real, public authority to organize justice in the province “Beyond the River.” The text is explicit that Ezra is to appoint local officials, that these officials are to judge the people, and that Ezra is also to teach those who do not know “the laws of your God.” In other words, governance here includes both decision-making in cases and education in the law.

The passage also plainly joins two standards—“the law of your God” and “the law of the king”—and treats refusal to do them as punishable. The king’s decree authorizes a range of penalties (death, banishment, confiscation, imprisonment) and calls for enforcement “with all diligence,” stressing that sentences are to be carried out seriously and promptly.

Where interpretation differs

A main question is how “the law of your God” relates to “the law of the king.” Some readers take the wording to mean the king is intentionally supporting the same basic legal order Ezra represents, so that the two laws largely align in practice within this community. Others read it as a layered system: Ezra enforces God’s law for the Judean community while also staying within imperial requirements, and the two laws overlap but are not identical.

Another question is who “knows the laws of your God.” Some read this as describing the judges Ezra must appoint (qualified because they know the law). Others read it as describing the people being judged (the decree targets those already familiar with God’s law, while Ezra teaches those who are not).

Why the disagreement exists

The phrasing “all such as know the laws of your God” can attach naturally either to the officials being appointed or to the population being judged, and translations differ in how clearly they signal the connection.

Likewise, the text does not explain how Persian “king’s law” and local religious law were coordinated in detail; it simply places both under the category of binding obligations in this setting. That leaves room for different reconstructions of how closely they matched on the ground.

What this passage clearly contributes

Explicitly, the passage shows an imperial government empowering a local religious expert (Ezra) to staff courts, teach the law, and ensure compliance in a large region. It also portrays law as something that can be known or not known, and treats instruction as a remedy for ignorance (v.25).

By inference (but grounded in the decree’s wording), the text highlights a model in which community life is stabilized by a mix of (1) recognized religious law, (2) royal authorization, and (3) enforceable penalties. The decree’s penalty list underscores the seriousness with which the empire expected order and compliance, even when the legal content was tied to a local people’s “God’s law.”
