Literary Context
These verses sit at the start of Hosea’s closing call to return, after long sections that expose Israel’s unfaithfulness and the emptiness of its alliances and worship mixtures. The passage reads like a guided script: the prophet supplies the words the people should bring, shaping what “returning” looks like in practice. The logic moves from approach (“take words” and “return”), to requests (“take away… accept…”), to promised response (“we will render… our lips”), and then to explicit renunciations of former strategies and loyalties.
Historical Context
Hosea speaks to the northern kingdom of Israel in its final generations, when Assyria was the rising regional superpower and smaller states tried to survive by treaties, tribute, and shifting alliances. Mentioning Assyria reflects a real political option people looked to for security, whether through submitting to Assyrian protection or bargaining against other threats. “Horses” points to military capacity and reliance on armed strength, often associated with state power and foreign supply lines. “Work of our hands” reflects the common practice of making and trusting in local images and cult objects.
Theological Significance
Hosea 14:2–3 portrays “returning” to Yahweh as something voiced and explicit: they are to bring —a scripted confession—rather than arriving with a political strategy or a substitute act of loyalty. The text directly ties repentance to concrete requests (“take away all iniquity… accept what is good”) and to concrete renunciations (Assyria, horses, and handmade gods).

Two phrases raise real questions.
“Accept what is good.” Some read this as asking God to accept the people’s renewed obedience or sincere repentance (“what is good” being their changed response). Others read it as asking God to accept a fitting offering—now expressed through confession and praise—especially since the next line talks about “bulls… of our lips.”
“We will render… bulls… of our lips.” Some take this as a clear shift away from animal sacrifice toward spoken praise and thanksgiving as the main “offering.” Others think it keeps sacrifice-language but re-centers it: words are not replacing worship, but becoming the essential, honest core that should have always accompanied offerings.
The wording is compressed, and the lines are linked: “accept what is good” is immediately followed by the promise about “bulls… of our lips.” That makes it hard to tell whether “good” points mainly to moral change, to an accepted “offering,” or to both. The book’s wider criticism of empty religion plus its concern about mixed worship and alliances also gives more than one plausible angle.
Explicitly, the passage provides a model of repentance that is (1) verbal and direct (“take words”), (2) dependent on divine forgiveness (“take away all iniquity”), (3) committed to a new kind of response centered in truthful speech (“our lips” as offering), and (4) marked by rejection of alternative saviors: great-power protection (Assyria), military strength (horses), and man-made objects of trust (“work of our hands”).
