The king’s speech (vv.13–14) sounds like imperial propaganda: he claims to redraw borders, seize wealth, and topple rulers with ease, as if the nations were as defenseless as an abandoned nest. The correction (v.15) insists Assyria is not the ultimate agent: an ax or saw cannot brag over the person using it.

Where interpretation differs

Two questions draw some real discussion.

1) What is the Lord’s “whole work” on Zion and Jerusalem (v.12)? Some read it mainly as the Lord’s discipline of Judah through Assyria’s invasion, completed before Assyria is judged. Others read it more broadly as the Lord’s full set of purposes for Jerusalem in that crisis (including protection and deliverance), after which Assyria’s pride is confronted.

2) What is emphasized by “him who is not wood” (v.15)? Some take it to stress the tool’s lifelessness: a staff cannot lift a human because it has no life or will. Others think the phrase mainly highlights the absurd reversal of roles: the instrument acting like the master, without denying that Assyria still made real choices.

Why the disagreement exists The passage uses compressed phrases (“whole work”) and layered metaphors (ax/rod/staff) that can be read with slightly different emphases. Also, the unit sits in a larger storyline where Assyria is both a genuine threat and also not the final controller of events; interpreters weigh those two truths differently.

What this passage clearly contributes The text explicitly claims that the Lord remains the primary actor over empires, even when an empire is truly violent and effective. It also shows how judgment can be aimed at prideful interpretation of success (“by the strength of my hand…by my wisdom”), not merely at military outcomes. The tool imagery states a limit: Assyria’s power is real, but it is not self-explaining or self-authorizing; it is accountable to the One who directs history and judges arrogant self-exaltation (vv.12, 15).
