The setting assumes Assyria’s rise as the dominant imperial power in the 700s BC, when Assyrian armies moved through Syria-Palestine and absorbed smaller states. Samaria (capital of the northern kingdom of Israel) had already become a key example of a fallen neighbor, and Damascus was the major city of Aram. Another debated point is what the speaker implies about Jerusalem in vv.10–11. Some take “Jerusalem and her idols” as the Assyrian’s dismissive labeling (he lumps Jerusalem in with the idol-kingdoms he has crushed). Others read it as reflecting a real problem in Judah, so the boast exploits an existing weakness.
A smaller question is what “found” (v.10) emphasizes: simple reach (“I got as far as…”) or successful seizure (“I located and took…”). Likewise, “excelled/surpassed” can be heard as about artistic impressiveness, reputation, or sheer abundance.
Why the disagreement exists The speech is propaganda-like and compresses events into rhetorical pairs (v.9), so it is not trying to be precise about titles (“princes/kings”), timelines, or even fair descriptions of Jerusalem’s worship. Also, the language about “idols” and “surpassing images” is filtered through the Assyrian speaker’s viewpoint, which makes it hard to decide how much is observation and how much is mockery.
