God is not powerless or inattentive The verse begins with a direct attention-getter (“Behold”). It denies two possible explanations for the community’s frustration: Yahweh’s “hand” has not become too short to act, and his “ear” has not become too heavy to listen. In plain terms, God is still capable of delivering and still capable of hearing requests.
Unit 2 (v. 2a): The real barrier is on the people’s side
The contrast word (“but”) shifts the cause away from God and onto the people. Their “iniquities” are said to have created a separation “between you and your God.” The relationship is pictured as blocked space, not missing power.
Unit 3 (v. 2b): Hidden face, unheard cries
The verse adds a second image: their “sins” have caused God to “hide his face” from them. The stated result is practical and relational—“so that he will not hear.” The logic is straightforward: wrongdoing → relational distance/hidden face → no hearing response.
