4:11-12Meaning
A wind meant to destroy, not to help “At that time” a message will be announced to the people and to Jerusalem: a hot wind blows from the treeless highlands of the desert toward “the daughter of my people.” The key point is what the wind is not for: it is not the kind of wind used for winnowing grain or blowing away chaff to make something clean. It is a “full” wind—too strong for farming use—presented as coming “for me,” meaning it serves God’s purpose. God then adds that he will now speak his judgments against them.
