Measured ruin, not total collapse The speaker orders attackers to go up onto “her walls” and destroy, but then sets a boundary: do not make a full end. The image shifts to pruning a plant—remove “branches”—because what is being cut off does not truly belong to Yahweh. The point is destruction with limits: real loss, yet not annihilation.

Historical Context
The language fits Judah’s final decades before Jerusalem’s fall, when pressure from larger empires and shifting alliances made warfare and food shortage plausible threats. Prophetic voices competed in the public square, and some messages likely reassured people that the city and temple were secure and that invasion or famine would not happen. In that setting, Jeremiah’s warnings would sound like an attack on national confidence and on the credibility of other spokesmen. The passage reflects a society that can imagine limited troubles but resists the idea of severe, near-term collapse.
Theological Significance

Others see it as a limit on this particular wave of destruction (not the final word), without specifying how or when that survival is worked out.
Who “thus shall it be done to them” refers to. It could refer back to the people who reject prophecy (events will prove their “wind” verdict wrong). Or it could target the prophets they are listening to: those speakers will be exposed as empty when disaster arrives (both are plausible from v.13’s wording and flow).
Why the disagreement exists The passage uses compressed imagery (“walls,” “branches,” “wind”) and short verdict statements (“they are not Yahweh’s”; “thus shall it be done to them”) without spelling out the referents. Those phrases invite readers to connect them either broadly to the nation as a whole or narrowly to particular actors within it.
