Job presents God as intensely attentive: God “numbers” Job’s steps (v.16). In Job’s own framing, this attention feels aimed at his moral failure—God “watches” his sin (v.16). Job then adds two storage images: his disobedience is “sealed up in a bag,” and his iniquity is “fastened up” (v.17). Taken together, these pictures communicate preservation: wrongdoing is not fading away; it is being kept intact.

In the flow of Job 14, it functions as a dark counterpoint to earlier hope that God might remember him differently.
