The passage is poetry inside a debate. Eliphaz speaks in broad, absolute-sounding lines to win an argument, and the book later critiques some of the friends’ conclusions. That makes readers careful about turning every line into a timeless, complete statement about human nature.
Also, the comparisons (“holy ones,” “heavens”) can be taken more literally (a claim about the heavenly realm’s imperfection) or more rhetorically (hyperbole to emphasize God’s unmatched purity).
Explicitly, the text claims that God’s standard of purity is so high that humans should not present themselves as “clean” or “righteous” on their own terms (vv.14, 16). It also claims that even the highest created realms are not “clean” in God’s sight, supporting Eliphaz’s greater-to-lesser argument (v.15).
