Second, the phrase describing the Midianite chiefs as “princes of Sihon” can be taken in two ways: either they were political dependents of Sihon, or they were simply connected to Sihon’s sphere (linked to his territory and conflicts) without being his direct officials.
The text uses brief geographic shorthand (“all the plain,” “the city in the middle of the valley”) and compressed political language (“princes of Sihon”). Ancient boundary lists often assume local knowledge; modern readers lack that shared map and may parse relationships differently.
Explicitly, it shows that Israel’s land possession is recorded as organized, public, and family-structured, not random settlement. It frames Reuben’s inheritance as land previously ruled by Sihon and now transferred because of Israel’s earlier victories under Moses. It also places the Balaam episode inside the larger story of Israel’s conflict on the east side of the Jordan, reinforcing that these allotments are built on prior historical outcomes, not only on Joshua’s later campaigns Joshua 13:15–23.
