The text itself is brief and list-like. It does not stop to explain why a name repeats, whether two places share a name, or whether a later copyist preserved a variant spelling. Also, Joshua 21 overlaps with other town lists elsewhere, and those lists do not always match word-for-word, which forces interpreters to decide whether the differences point to (1) two separate places, (2) one place known by more than one name, or (3) a copying difference in transmission.
