These verses present the Jordan crossing as carefully completed, not improvised. The priests carrying the ark stay in the river “until everything was finished,” and only after the entire people have crossed does the ark cross over, visibly, “in the presence of the people.” The narrative stresses order and public confirmation, not just the miracle itself.

The chain of authority is also clear in the text: Yahweh commands Joshua; Joshua speaks to the people; and this is said to match what Moses had commanded Joshua. Joshua’s leadership is therefore portrayed as continuous with Moses’ leadership rather than a break from it.

The text also highlights Israel’s internal coordination. The armed contingents from Reuben, Gad, and half-Manasseh move in front, as previously arranged, and the story points the reader toward the next stage: confrontation near Jericho.

Where interpretation differs (only where needed)

What counts as “everything was finished” (v. 10). Some readers take this to mean the crossing itself was completed (everyone safely across). Others think it includes completing the related instructions in this section (such as the stone-collecting and memorial actions described around this unit). Both readings fit the wording; the verse links “finished” to Yahweh’s commands Joshua was to speak to the people.

What “before Yahweh” means (v. 13). Some understand it mainly as a religious framing: the troops advance under Yahweh’s oversight, with the ark central to the event. Others hear a stronger sense of accountability—acting as if in God’s presence, not merely in front of the community.

What it means that Israel “feared” Joshua (v. 14). The word can be heard as dread, but many read it here as awe-filled respect and recognition of authority—especially because it is compared to how they “feared” Moses, and it results from Yahweh “magnifying” Joshua.

Why the disagreement exists

The passage uses brief, summary-style statements (“until everything was finished,” “before Yahweh,” “they feared him”) that can carry more than one natural sense in plain English. The immediate context supports more than one nuance, and the author does not pause to define the terms.

What this passage clearly contributes

1. It depicts obedience and completion: the priests remain stationed until the required steps are done, and the people cross fully (explicit).
2. It reinforces continuity from Moses to Joshua: Joshua’s directives are aligned with Moses’ prior commands, and Yahweh publicly elevates Joshua (explicit).
3. It shows the ark’s role as a public marker of Yahweh’s presence and guidance: the ark’s movement happens after the people and “in the presence of the people” (explicit).
4. It sets the military and geographic direction: the eastern tribes fulfill their fighting obligation, moving toward Jericho’s plains (explicit), with “about forty thousand” signaling a substantial, organized force.
