Despite the judges, the people do not listen; they quickly turn aside from the their walked.
v. 18
When a judge is raised, Yahweh is with the judge and keeps delivering the people during the judge’s lifetime, responding to their groaning under oppressors.
v. 19
After the judge dies, the people return and become more corrupt than their fathers, persisting in their practices and stubborn course.
