Anger and the stated reason Yahweh’s anger “burns” against Israel, and he gives a reason: this “nation” has crossed the boundary of the covenant he commanded their fathers and has not listened to his voice. The focus is not on a single mistake but on breaking the relationship terms and refusing to heed what was commanded.
A declared change in action toward the remaining nations Because of Israel’s failure, Yahweh says he will no longer drive out “from before them” any of the nations that Joshua left when he died. Travel routes, farmland, and city strongholds made complete control difficult, so leftover enclaves were a normal feature of the landscape. The passage itself uses short, overlapping statements: “will no longer drive out” (v. 21) alongside “did not drive them out quickly” (v. 23). Those can be read either as complementary (he has stopped) or as qualifying (he will not do it in the expected swift way). Also, the word “test” can describe either checking loyalty or using hardship to shape loyalty, and v. 22 does not spell out which nuances are intended.
This unit ties Israel’s continuing struggles with surrounding peoples to covenant unfaithfulness, not to chance. It portrays Yahweh as actively governing Israel’s historical situation: the remaining nations are both consequence (because Israel did not listen) and instrument (a test of whether Israel will keep Yahweh’s way). It also sets up Judges’ later pattern: pressures from remaining nations are part of the book’s explanation for recurring conflict and repeated failures.
