Verse by Verse
Public shame and reversal People passing by react to Jerusalem like a failed wonder: they clap as if applauding a downfall, make contemptuous noises, and shake their heads. They quote a sarcastic question: is this really the city once praised as the “perfection of beauty” and “joy of the whole earth”? The point is the contrast between former reputation and present ruin.
Enemies’ gloating and claimed fulfillment The focus narrows from passersby to enemies who openly celebrate. Their mouths are “wide” against the city, and their noises and gestures express aggression. They claim total victory (“we have swallowed her up”) and present this moment as the outcome they had long anticipated: the day they looked for has arrived, and they are seeing it.
Yahweh’s purpose and the completed “word” The poem then interprets the scene: Yahweh has done what he had planned and completed the word he had previously commanded “in days of old.” The disaster is described as Yahweh throwing the city down without sparing it. This has the effect of giving Jerusalem’s enemy a reason to rejoice and of strengthening the power of Jerusalem’s adversaries (“exalted the horn”).
Literary Context
This unit sits inside the second poem (chapter 2), which focuses on the siege and fall of Jerusalem and repeatedly describes what happened in sharp, emotional snapshots. The chapter moves between describing physical devastation, social breakdown, and the humiliation of the city, often addressing “daughter Jerusalem” directly. Verses 15–16 portray outsiders’ reactions—first general onlookers, then hostile enemies—using repeated sounds and gestures of contempt. Verse 17 answers the implied question of meaning: the disaster is presented as the outworking of Yahweh’s intention and previously stated word, explaining why enemies can gloat.
Historical Context
The setting is the aftermath of Jerusalem’s destruction by Babylon in 586 BC, after a prolonged siege that left the city ruined and its population devastated. In the ancient Near East, a defeated capital was commonly mocked, not only to shame it but to advertise the victor’s strength and discourage rebellion. Jerusalem had been known for its temple, prestige, and perceived security, so its collapse invited derision from travelers and neighboring peoples. The poem reflects this social reality: public scorn, enemy boasting, and the bitter reversal from celebrated city to cautionary ruin.

What the earlier “word…commanded in days of old” refers to. Some read it mainly as the covenant warnings and judgments laid down long ago (for example, in Torah and the established prophetic tradition). Others read it more narrowly as earlier prophetic announcements closer to the fall of Jerusalem (such as warnings delivered in the final generations before 586 BC). Both options fit the general idea that the disaster is presented as foretold rather than random.
How absolute “has not pitied” is. Some take it as an unqualified statement about this event: in this judgment, God did not hold back. Others take it as event-specific rhetoric typical of lament language—still describing severe judgment, but not claiming God is never compassionate.
Why the disagreement exists The passage is brief and does not quote the earlier “word,” so readers infer its reference from broader biblical memory. Likewise, the poem’s emotional style can use absolute-sounding language to portray the total experience of ruin, which raises the question of whether statements like “no pity” are meant as a universal claim or as a description of this particular moment.
What this passage clearly contributes It contributes a stark picture of reversal: a renowned city becomes an object of scorn. It also connects social shame (outsiders’ mockery) and geopolitical defeat (enemies’ triumph) to a theological claim: Yahweh’s declared intention has come to completion (v. 17).
