vv. 13–14: The communal offense and the trigger for response
If the whole congregation acts in error and the matter is not recognized, liability still applies once the matter becomes known (Leviticus 4:13). The community then presents a young bull at the tent of meeting (Leviticus 4:14).
v. 15: Representation and slaughter
The elders lay hands on the bull’s head as representatives of the congregation, and the bull is killed in the designated sacred setting.
vv. 16–18: Blood application within the sanctuary complex
The anointed priest brings some of the blood into the tent, performs the specified sprinkling, marks the horns of the inner altar, and pours the remainder at the base of the outer altar.
vv. 19–21: Burning of fat and disposal of the carcass
The fat is burned on the altar, and the remaining body is taken outside the camp for burning, distinguishing what is offered on the altar from what is removed from the camp area.
