Literary Context
This passage sits inside Matthew’s larger section where Jesus commissions and trains the Twelve for an initial mission (Matthew 10). Just before, Jesus calls them and gives authority over sickness and unclean spirits, then sends them with directions about where to go and what to announce (10:1–7). Verses 8–15 continue that commissioning by explaining the matching lifestyle: their power is not for profit, and their travel posture should display dependence and urgency. After this, Jesus warns about opposition, trials, and divided loyalties (10:16–42).
Historical Context
The scene assumes travel through towns and villages in Roman-ruled Palestine, where ordinary movement relied on roads, foot travel, and the social practice of hospitality. Teachers and messengers often depended on hosts for lodging and meals, and a household’s reception shaped whether a visitor could safely stay and speak. Money belts, extra clothing, and staffs represent normal travel provisions; Jesus’ restrictions push his messengers toward minimal baggage and quick mobility. The reference to Sodom and Gomorrah uses well-known stories of notorious cities as a shared point of comparison for communal accountability.
Theological Significance
Jesus sends his messengers with real authority to bring concrete help: healing, cleansing, and deliverance (v. 8). The power they exercise is presented as a gift, not a product, so it must not be turned into a way to profit (v. 8).

Respond to rejection; warn of accountability If a house or city will not receive them or listen, they are to leave and shake off the dust from their feet, a visible action marking separation from the rejecting place. Jesus then states that, on the day of judgment, it will be more bearable for Sodom and Gomorrah than for that city, framing rejection of the messengers and their message as a serious matter for an entire community.
The mission is meant to be simple and mobile. They travel without stockpiling money or extra gear, and they depend on hospitality as they go (vv. 9–10). Jesus connects this dependence to a general principle: workers deserve to be fed (v. 10).
Reception matters. Households and towns are treated as morally responsible for how they respond to Jesus’ messengers and their message (vv. 11–15). The “peace” offered is not forced; it rests where there is fitting reception and otherwise returns to the messengers (v. 13). Rejection is met by a public act of separation (dust shaking) and a warning of future accountability (vv. 14–15; Matthew 10:15).
1) “Freely give” and money: Some readers take v. 8 to mean messengers must never accept any payment for ministry. Others think the main target is selling spiritual power or exploiting people, while vv. 9–10 still assume ordinary support (food and lodging) from those who receive the message.
2) How literal the travel bans are: Some read “no bag… nor shoes, nor staff” as a strict rule for this mission, meant to be carried out exactly. Others read it as hyper-focused minimalism for urgency and dependence, not a permanent travel policy, especially since “worker deserves food” implies they will still be materially supported.
3) What counts as “worthy”: Some think “worthy” primarily means morally reputable in the community. Others think it mainly means receptive to the messengers and their words (supported by vv. 13–14, where worthiness and receiving/listening are linked).
The passage combines absolute-sounding commands (don’t take X) with an explanation that assumes normal provision (“a worker is worthy of his food”). Also, Matthew reports a short-term training mission within a larger story; interpreters differ on how far to generalize these instructions beyond this setting.
It portrays Jesus’ mission as both word and deed, with compassion and deliverance at the center (v. 8). It sets ethical boundaries for ministry: divine gifts are not to be monetized (v. 8), and messengers must avoid patterns that look like opportunism (vv. 11–12). It also frames acceptance or rejection of the messengers as acceptance or rejection of their message, with serious consequences that culminate in final judgment language (vv. 14–15).
