Others think it may be a general way of speaking about a comprehensive order, without implying a large number, especially given Bethlehem’s small size and the added phrase “surrounding countryside.”
What “fulfilled” means in relation to Jeremiah. Some read Matthew as saying Jeremiah predicted this exact event in advance. Others read Matthew as saying the old words are being re-used because they fit: the same kind of grief has happened again, and Jeremiah’s language captures it.
Who “Rachel” is in the quotation. Some treat Rachel as a symbolic mother of Israel, used poetically to represent bereaved families. Others emphasize the geographic and ancestral associations (Rachel connected with the region) and see her as a literary figure tied to the land and people, rather than an individual character in the scene.
Why the disagreement exists The disagreements mainly come from how biblical quotations work in narrative. Matthew gives a short formula (“fulfilled”) and then quotes Jeremiah, but he does not explain in detail how he relates the original setting of Jeremiah to Herod’s action. Also, phrases like “all” can function as strict totals or as forceful summaries, and the passage itself does not quantify the scale.
What this passage clearly contributes This unit contributes a stark contrast: Jesus’ royal identity is introduced alongside brutal political threat. The text underscores Herod’s insecurity and willingness to use state power against the vulnerable (v. 16). It also presents grief as real and communal, not a side detail.
