Unit 1 (v. 12a): The leaders accept Nehemiah’s demand
The creditors answer that they will “restore” what was taken and will “require nothing” more from the debtors. They explicitly commit to do what Nehemiah has been saying, turning his reform from accusation into a stated agreement.
Unit 2 (v. 12b): Nehemiah turns the words into a sworn commitment
Nehemiah calls the priests and makes the leaders take an oath that they will act according to this spoken commitment. The point is to bind the promise publicly and add a level of accountability beyond a momentary concession.
Unit 3 (v. 13a): A visible warning is attached to the promise
Nehemiah shakes out his “lap” (the fold of his garment) and declares a matching outcome: may God shake out from house and work any person who does not keep the promise. The action illustrates the spoken threat of being emptied and cast out.
Unit 4 (v. 13b): The community ratifies and compliance follows
All the assembly responds “Amen” and praises Yahweh, signaling agreement and support for the warning and the pledge. The narrator concludes that the people did what they promised, presenting the reform as enacted rather than merely announced.
