Unit 2 (v. 9a): Nehemiah explains the strategy—fear to weaken the work
Nehemiah interprets the broader effort behind the message: “they all” were trying to frighten the builders. The intended result of fear is described in work terms: hands would slacken, strength would drop, and the project would not get finished. The accusation is treated as a tool meant to produce discouragement and stoppage.
Unit 3 (v. 9b): A brief prayer for strengthened hands
Nehemiah ends with a compact prayer directed to God. Instead of letting the threats define the moment, he asks for renewed strength to keep working. The focus is concrete and immediate—strength in his “hands,” meaning capacity and resolve for the task (compare the emphasis on hands in the text: Nehemiah 6:9; hands).
