Required add-ons when the animal is a bull When someone “prepares” (prepare) a bull for certain offerings—burnt offering, vow-related sacrifice, or peace-offerings—the text says additional items must accompany it. With the bull, the worshiper must bring a grain offering made from fine flour mixed with oil, and also a wine offering. The amounts are specified: three-tenths of an ephah of flour, half a hin of oil, and half a hin of wine.
A general rule for each animal and for multiple animals The instructions are then broadened: this is how it should be done “for each” animal offered (bull, ram, male lamb, or goat). If multiple animals are offered, the required portions scale with the count—each animal gets its corresponding set of accompanying portions.
One shared rule for natives and resident outsiders The passage then applies the same practice to social categories within the community. Native-born Israelites must do it this way when bringing fire-offerings described as pleasing to Yahweh. If a resident outsider lives among them, or if such a person is present in future generations, and that person brings the same kind of offering, the outsider is to do it the same way. The unit concludes by stating that, for the gathered community, there is “one statute,” “one law,” and “one ordinance” for both Israelite and resident outsider alike, presented as an enduring rule.
Literary Context
Numbers 15 follows the wilderness generation’s refusal to enter the land (Numbers 13–14) and turns to instruction about offerings, seemingly anticipating settled life where such offerings will be made regularly. Earlier in the chapter, rules are given for offerings with lambs and rams; this unit adds the larger accompanying portions for a bull and then summarizes the principle of matching quantities to the number of animals. The closing lines of this unit stress community-wide sameness in practice, preparing for later sections in the chapter that address additional communal standards and breaches.
Historical Context
The passage reflects a camp-and-altar setting in which animals, grain, oil, and wine are standard sacrificial goods, measured in established units (ephah fractions and hin measures). It then states that the same kind of scaling applies for each animal offered and for multiple animals (vv. 11–12).
The passage also makes an explicit social claim: the same offering requirements apply to both native-born Israelites and resident outsiders living among them (vv. 13–16). It frames this as “one” shared rule for the gathered community (one).
A main question is what “to accomplish a vow” means in v. 8. Some take it broadly: any vow-related sacrifice is in view. Others think it points to a more specific, special-vow category, so v. 8 is not describing every possible vow situation but a recognized type.
Another question is how to understand “for the assembly” and “throughout your generations” (vv. 15–16). Many read this as a general, ongoing community standard for public worship life. Others read it more narrowly as describing the formal gathered worship setting rather than every private or informal religious act.
The phrases are brief and can cover more than one real-life scenario. “Vow” can be used both generally and for special vow practices elsewhere. Likewise, “assembly” can mean “the whole community as a body” without specifying whether the rule reaches into every setting, or chiefly governs official worship at the sanctuary.
Explicitly: (1) a bull offered in these categories must be accompanied by defined grain, oil, and wine measures; (2) the portions scale with the number of animals; (3) resident outsiders who bring these offerings follow the same requirements as native-born Israelites.
By theological inference: the text presents worship at the sanctuary as ordered and measurable rather than improvised, and it portrays a meaningful form of inclusion: a resident outsider can participate in the same offering practice under the same standard before Yahweh (Yahweh).
