The section prepares for the later plea (vv. 12–18) that God would act on behalf of the vulnerable and bring hidden violence into the open.
Historical Context
The scene fits the world of ancient Israel and its neighbors, where travel between settlements could be dangerous and where isolated people could be exploited by the strong. “Villages” and roadside areas could become places where bandits or local bullies watched for easy targets. Predatory violence was not only a battlefield issue; it could occur as private crime, social intimidation, or abuse of power. The imagery of lions and nets matches common ancient ways of describing both hunting and human predation, highlighting how victims could be overpowered without witnesses or effective protection.
Theological Significance
These verses present a portrait of predatory violence that is planned, hidden, and aimed at people least able to resist. Inner denial of accountability The wicked person’s confidence is internal: “He says in his heart.” He concludes that “God has forgotten,” that God “hides his face,” and that God will “never see it.” The logic is that invisibility to society implies invisibility to God, so the violence can continue without fear of being exposed.

2) How “God has forgotten… will never see” functions. One reading treats this as the attacker’s real belief (a settled view that God is absent or indifferent). Another treats it as self-deception or propaganda—something he repeats “in his heart” to silence fear and conscience while he continues harming others. The words themselves support either: they clearly report what he tells himself; they do not explicitly explain whether it is sincere conviction or willful denial.
Why the disagreement exists The language is poetic and image-heavy (lion, net, hiding places). Those images can describe a specific crime scene (an ambush on travelers) or a more general pattern of predation. Likewise, reporting inner speech (“he says in his heart”) gives access to his conclusion but not to the depth or sincerity behind it.
What this passage clearly contributes The passage sharply connects hidden violence with denial of accountability: secrecy in public life (ambush, nets, hidden watching) pairs with secrecy in inner life (a private claim that God will not see). It also highlights an unequal power dynamic (“they fall under his strength”) as a defining feature of the wrongdoing, not an excuse for it. Within Psalm 10, these verses supply the detailed evidence that supports the later appeal for God to expose and judge what is being done in secret (Psalm 10:12–18).
