Hardened inside, boastful outside The attackers are described as emotionally shut down: they “close up” their hearts so that nothing tender gets through. What comes out of them is the opposite of humility—what they say is marked by proudly—suggesting self-confidence used as pressure rather than truthful restraint.
Close pursuit with a goal of humiliation The speaker says the attackers have “now surrounded us,” making the threat feel present and tightening. They shadow “our steps,” meaning they stay close to every move, and they fix their eyes with the purpose of throwing the speaker down into the dirt—language that can imply defeat, disgrace, or violent takedown.

Literary Context
Psalm 17 reads as a plea from someone who believes he has been treated unfairly and asks God to pay attention, examine him, and protect him. The psalm moves from asking to be heard, to describing the danger, to requesting shelter and decisive help. Verses 10–12 sit in the middle of the danger description: after earlier lines about pursuers and the need for protection, these verses slow down to describe what the attackers are like and what they are trying to do, setting up the next request for intervention.
Historical Context
The psalm comes from Israel’s prayer and song tradition, shaped by real-life conflict where powerful people could harass, accuse, or ambush others. In a world without modern policing, personal security often depended on family networks, loyal companions, and local leaders, and public speech could be used to intimidate or shame. The lion imagery fits the landscape and storytelling of the region, where predators were known and feared. The “surrounded” and “lurking” language reflects threats from raids, feuds, or political hostility rather than a formal battlefield alone.
Theological Significance
These verses present a focused portrait of the speaker’s attackers. The text links their inner condition (“callous hearts”) with their outward behavior (proud speech). It also describes the danger as close and coordinated: they are near enough to “surround” and to track the group’s steps, watching for the moment to bring them down.

One difference is what kind of harm “cast us down to the earth” most strongly implies. Some read it mainly as physical violence (even killing), since the lion comparison and the language of “prey” fit an attack. Others think the main idea could be public humiliation or crushing defeat (possibly through intimidation, accusation, or overpowering), because “down to the earth” can picture disgrace as well as injury.
Another difference is whether “he is like a lion” points to a single ringleader or summarizes the whole group as a single threat. The verses move between plural (“they”) and singular (“he”), which can support either a leader-in-view or a collective painted as one beast.
The Hebrew imagery is vivid but not technical. Words like “heart” can refer to feelings, conscience, or settled will. Likewise, “cast down to the earth” can describe a literal takedown or a broader picture of being crushed. The shift from “they” (vv.10–11) to “he” (v.12) can be read as either a change of focus to a leader or a poetic way of summarizing the attackers as one predator.
Explicitly, the passage claims the attackers are hardened inside, proud in speech, and actively stalking their victims with intent to bring them down; it compares the threat to a prey-hungry lion that also knows how to hide (vv.10–12). Theological inference: it portrays arrogance and lack of compassion as morally tied to oppressive action, and it frames the victim’s danger as both imminent and calculated, setting up the later request for God’s protective intervention in the psalm (Psalm 17:13).
