A commanded sign-act Yahweh speaks directly to the prophet and tells him to “take… the instruments of a foolish shepherd.” The command “yet again” implies this is not the first enacted scene in this chapter; the prophet is re-entering the symbolic role-play. The “instruments” suggest the outward markers or tools that identify someone as a shepherd, but here they belong to a foolish, unfit kind.
Unit 2 (v. 16a): The reason for the sign-act
Yahweh introduces the explanation with “For, behold,” and then states what he is about to do: he will “raise up a shepherd in the land.” The new shepherd is presented as a coming reality within the community’s own territory, not merely a foreign threat.
Unit 3 (v. 16b–c): What this shepherd will fail to do
A series of negatives spells out the shepherd’s neglect. He will not attend to those who are cut off, will not seek the scattered, will not heal what is broken, and will not feed what is sound. The picture is comprehensive: he ignores the most vulnerable and also fails to maintain what is still healthy.
Unit 4 (v. 16d): What this shepherd will do instead
The final lines shift from neglect to active harm. He will eat the flesh of the “fat” sheep and tear their hoofs in pieces. The language portrays exploitation of the strongest and a destructive outcome that goes beyond taking resources—it damages the flock’s ability to stand and move forward.
