Yahweh claims Judah and reaffirms Jerusalem Yahweh is said to “inherit” Judah, meaning Judah is portrayed as Yahweh’s own share or possession. This happens “in the holy land,” marking the land as set apart in relation to Yahweh. The verse then adds that Yahweh will “yet choose Jerusalem,” signaling a renewed or continued preference for Jerusalem as the focal city.

Literary Context
These verses close the section that began with the measuring scene and the follow-up call for Zion to flee exile and rejoice because Yahweh will come and dwell among his people (2:1–11). Earlier lines include promises of protection, expanded population, and the joining of many nations to Yahweh, ending with the assurance “I will dwell in your midst” and “you will know” Yahweh has sent the messenger (2:10–11). Verses 12–13 function as a final claim and final posture: Yahweh takes possession and everyone falls silent before his rising action.
Historical Context
Zechariah speaks to a post-exile community in and around Jerusalem under Persian rule, when returnees were rebuilding communal life and the temple amid insecurity and limited resources. Questions of land, belonging, and the city’s future were practical realities, not abstract topics. Calling the territory “holy” and highlighting Yahweh’s renewed choosing of Jerusalem address fears that the community was insignificant or abandoned. The demand that “all flesh” be silent frames the moment as larger than local politics: it reaches beyond Judah to the whole human sphere.
Theological Significance
Zechariah 2:12–13 closes a promise-filled scene with two emphases: Yahweh’s renewed claim over Judah/Jerusalem and a universal hush in response to Yahweh’s active presence. The text presents Yahweh as the decisive actor: he “inherits” Judah as his portion, the land is called “holy,” Jerusalem is again chosen, and “all flesh” is told to be silent because Yahweh is rousing himself from his holy dwelling.

What it means that Yahweh is “waked up.” Many understand it as a vivid picture for Yahweh moving from apparent delay to decisive intervention (not literal sleep). A minority reading treats it as stronger “absence-to-action” language: the community experienced God as inactive, and the text leans into that perception to mark a turning point.
Why the disagreement exists The key verbs are concrete (“inherit,” “choose,” “waked up”) but also naturally metaphorical when used of God. The lines also sit at a hinge-point: they conclude promises of protection and international attention (2:1–11) while still speaking to a community under Persian rule. That overlap invites different judgments about how directly the words map onto political realities.
