Zion is called to loud joy Zion is addressed as a “daughter,” a personal way of speaking to the city and its people. The command is not mild encouragement but a direct summons: sing and rejoice. The reason follows immediately: Yahweh says he is coming, and he will dwell right in the middle of Zion.
Unit 2 (v. 11a): The promise expands to many nations
The future scene widens: “many nations” will join themselves to Yahweh “in that day.” The result is described in family-and-belonging terms: they will become “my people,” language that normally signals membership and loyalty.
Unit 3 (v. 11b): Repeated centerpiece and promised recognition
The central pledge is repeated: Yahweh will dwell in Zion’s midst. Then a concluding effect is stated: Zion will “know” that “Yahweh of Hosts has sent me to you.” The text links the coming-and-dwelling promise to a confirmed realization that the speaker is sent by Yahweh, even while the voice in the passage also speaks as Yahweh.
