Measuring standard and the altar’s base The text introduces “the measures of the altar” and specifies the cubit being used: a cubit plus a handbreadth. It then describes the bottom/base as one cubit high and one cubit in breadth, with an edge-border around it measuring a span. This base is identified as the altar’s foundation level.
Two ledges and their heights/widths From the ground-level bottom up to the lower ledge is a rise of two cubits, and that ledge’s breadth is one cubit. From the smaller ledge up to the larger ledge is a rise of four cubits, again with a breadth of one cubit. The altar is presented as tiered, with distinct steps or platforms.
Upper altar, horns, and the square hearth The “upper altar” is four cubits high. From the hearth upward are four horns, indicating four corner projections. The hearth itself is measured as a square: twelve cubits by twelve cubits, with four equal sides.
Literary Context
These verses sit inside Ezekiel’s long temple-vision section (chs. 40–48), where an otherworldly guide measures the restored sanctuary and its related spaces. Immediately before, the glory of the LORD has entered and filled the temple (43:1–12), and the narrative turns to concrete instructions tied to that renewed presence. The altar description functions like a blueprint embedded in the vision: it gives exact dimensions, moving from ground level upward and outward. What follows (43:18–27) shifts from measurements to procedures for dedicating and using the altar.
Historical Context
Ezekiel speaks from the setting of the Judean exile under Babylonian rule, after Jerusalem’s temple had been lost and the community’s central worship site removed. In that setting, a detailed vision of a new temple complex would address practical questions of space, access, and ordered worship, using measurement language familiar from ancient building and cultic planning. The emphasis on exact cubit-based dimensions reflects a concern for standardization and clarity: the altar is not left to improvisation, but is specified in a way that could be imagined, checked, and compared across readers and hearers.
Theological Significance
Ezekiel 43:13–17 shifts from the vision of God’s glory returning (43:1–12) to an exact “blueprint” for the altar. The text’s explicit focus is measurement: a stated measuring standard (“a cubit and a handbreadth”), then a careful sequence from the base upward and outward—base and rim, two ledges, the upper altar, a square hearth, a larger square ledge, and finally the altar’s steps facing east.

Some disagreement centers on how to visualize the structure. Translators and readers do not always picture the “ledge” terms the same way (terraces, platforms, or offsets), and the relationship between “base,” “border,” and “bottom” is not fully self-explaining without a diagram.
There is also uncertainty about the exact length of the cubit being used (“a cubit and a handbreadth”), since ancient cubits varied.
Finally, the line about “four horns” can be pictured in more than one way: as projecting from the corners of the hearth, or as rising above it, depending on how one connects v.15 to v.16.
The text gives numbers more than it gives drawings. It uses building vocabulary that can be rendered with different English terms (“ledge,” “border,” “bottom”), and it assumes an ancient measuring system that is not identical to modern units. Because the passage moves step-by-step through tiers, small translation choices can change the reconstructed shape.
These verses contribute a portrait of ordered worship space in Ezekiel’s restoration vision: the altar is not improvised, but defined by a shared standard and a stable geometry (notably the square hearth and square ledge). The east-facing steps locate how one approaches the altar within the wider temple orientation.
