A self-sworn oath and an unreturning word Yahweh swears “by myself,” grounding the oath in his own authority. What he speaks is described as going out “in righteousness” and not coming back empty or canceled. The oath’s content is worldwide: every knee will bow to him and every tongue will swear.
Confession of Yahweh as the sole source of rightness and strength A reported saying (“it is said of me”) voices what people will come to acknowledge: only in Yahweh are “righteousness and strength.” The unit then pictures movement toward him—people will come to him—and it contrasts outcomes: those who were angry against him end up publicly shamed.

Literary Context
These verses conclude a stretch where Yahweh argues his uniqueness over against idols and rival claimants to rule (Isaiah 40–48). Just before this oath, Yahweh calls the world to “turn” and acknowledge him as the only God and the one who speaks ahead of time and brings events to pass (45:20–22). The closing oath functions like a climax: it gathers the themes of Yahweh’s reliable word, his sole authority over the nations, and Israel’s eventual public outcome. The ending also echoes earlier “every knee” language of total homage owed to the true ruler.
Historical Context
The setting fits the late exilic horizon, when Judah’s elites had been displaced into Babylon and imperial power shaped daily life (6th century BC). In that world, public loyalty was often expressed through oaths and gestures of submission to kings and their gods. Isaiah 45 also names Cyrus elsewhere in the chapter as a Persian agent who would upend Babylon’s control, so the audience is being asked to see world politics through Yahweh’s announced intentions rather than imperial propaganda. These verses frame future international recognition of Yahweh alongside a future public outcome for Israel as a people.
Theological Significance
These verses present Yahweh as the one whose word cannot fail. He backs his promise with a self-sworn oath, which highlights that there is no higher authority to appeal to (v.23). The outcome of that oath is global: knee bows and tongue swears allegiance to Yahweh (v.23).

A third difference is who is included in “all the seed of Israel” (v.25). Some treat it strictly as ethnic Israel in a collective, historical sense. Others think the phrase can point to the covenant people as defined by allegiance to Yahweh, potentially including non-Israelites who attach themselves to him, because the passage has just stressed worldwide allegiance.
The wording is sweeping (“every knee…every tongue…all”), but the passage also includes both confession and shame. That combination leaves room for readers to ask whether the scene is mainly about heartfelt worship, unavoidable recognition of authority, or both. Also, the Hebrew term for “righteousness” can refer to moral rightness and to being shown right or delivered, so the immediate context must carry the weight.
Explicitly, the text claims Yahweh’s word goes out “in righteousness” and will not be canceled (v.23), and that universal submission/allegiance to Yahweh will occur (v.23). It also explicitly sets Yahweh alone as the source of “righteousness and strength,” describes people coming to him, and promises shame for those who were opposed to him (v.24). Finally, it explicitly promises that Israel’s “seed” will be publicly cleared and will boast in Yahweh (v.25). Any further conclusions about the inner attitude of all nations, or the exact membership boundaries of “Israel’s seed,” are theological inferences that go beyond what is stated.
