The passage’s immediate subject is “Jerusalem” (v.16), which is why the city reading is common, but the name clearly describes the people’s lived reality as well.

3. How does “never lack a man” fit historical interruptions?
   Some interpret “never” in an unbroken, literal continuity sense—God guarantees ongoing Davidic rule and ongoing priestly service. Others understand the language as a sure divine pledge of enduring validity, even if history includes disruptions; the promise is that God will not let these roles end permanently. The passage states the “never lacking” claims strongly (vv.17–18), but it does not explain the timeline mechanics.
