The king states his fear Zedekiah tells Jeremiah he is afraid of “the Jews” who have already “fallen away” to the Chaldeans (Babylonians). He expects they might hand him over, and he dreads being mocked. The problem he names is not lack of information but fear of what his own people will do to him.
Jeremiah answers the fear and presses obedience Jeremiah counters the king’s specific worry: “They shall not deliver you.” He then urges Zedekiah to obey Yahweh’s voice as Jeremiah is conveying it. Jeremiah frames this as a plea and presents it as a path with outcomes: things will go well for the king, and his life will be preserved.
Literary Context
These verses sit inside a tense private exchange between Zedekiah and Jeremiah during Jerusalem’s last crisis. Earlier in the scene the king secretly brings Jeremiah in, trying to get a word that could help him while also managing political threats around him. Just before this, Jeremiah has pressed Zedekiah toward a clear course of action and has spoken of consequences tied to whether the king goes out to the Babylonians. Here the king finally explains why he hesitates, and Jeremiah responds by challenging that fear with a concrete assurance and a renewed call to comply.
Historical Context
The setting is the Babylonian siege period near the end of Judah’s monarchy, when the city’s leadership is divided and survival options are shrinking. Some Judeans have already gone over to the Babylonians, likely gaining status or security under the occupying power, while others remain in Jerusalem under Zedekiah. The king’s fear is not only military defeat but also internal betrayal and public shame at the hands of fellow Judeans aligned with Babylon. Jeremiah speaks as a pressured prophet whose counsel is politically dangerous but presented as the surest route to stay alive.
Theological Significance
Jeremiah 38:19–20 portrays a king who knows what the prophet is saying but cannot act because he is afraid. Zedekiah’s fear is concrete: Judeans who already defected to Babylon might betray him and publicly shame him. The text presents fear of human backlash as a major driver of political and spiritual paralysis.

Jeremiah answers at the level of that fear. He directly denies the king’s predicted outcome (“they will not hand you over”) and then ties the path forward to “obey the voice of Yahweh” as Jeremiah is delivering it. The passage also links obedience with two stated outcomes: the king’s well-being and the preservation of his life.
Two questions sometimes get read differently.
First, who are “the Jews who have fallen away to the Chaldeans”? Some read this as a narrower group (defectors with influence, possibly connected to leadership or military), while others take it more broadly as any Judeans who already surrendered. The verse itself only specifies “defectors,” not their social rank.
Second, Jeremiah’s assurance (“They shall not deliver you”) is taken in two main ways: either as an absolute promise regardless of circumstances, or as reassurance meant to operate within Jeremiah’s urged course of action (the obedience/surrender he has been pressing in the larger scene).
Why the disagreement exists The immediate wording in v. 20 gives both an assurance and a plea to obey, without spelling out the exact logical connection (“they will not deliver you” because you obey, or “they will not deliver you” and therefore obey). Also, the phrase “obey the voice of Yahweh, in that which I speak to you” assumes knowledge of Jeremiah’s earlier, more specific instructions in the surrounding narrative.
