Sudden expulsion and Yahweh’s unmatched authority “Behold” introduces a vivid assault: someone comes up “like a lion” from the Jordan thickets against a “strong habitation.” The result is rapid displacement—Yahweh says he will suddenly make “them” run away from it. He also claims the right to appoint “whoever is chosen” over it, then backs that claim with rhetorical questions: no one compares to him, no one can set a time to make him answer, and no “shepherd” can stand up to him.
The declared plan against Edom and Teman Because Yahweh has already formed “counsel” and “purposes” against Edom (see Edom), the audience is told to listen to what has been decided. The target is specified as “the inhabitants of Teman.” The blow is described in shocking terms: even the “little ones of the flock” will be dragged away, and their dwelling place will become desolate because of what happens to them.
Literary Context
These verses sit within Jeremiah’s collection of pronouncements against surrounding nations (Jeremiah 46–51), and more specifically inside the oracle against Edom (Jeremiah 49:7–22). The passage functions as the closing surge of that oracle: it moves from threat to inevitability, stressing that the coming disaster is not random but the result of Yahweh’s “counsel” and “purposes.” The imagery escalates (lion, then eagle) and the geography narrows (Teman, then Bozrah), ending with a picture of Edom’s strongest men collapsing in courage.
Historical Context
Edom was a neighbor of Judah, located south and southeast of the Dead Sea, with key centers associated here with Teman (often linked with Edomite wisdom and the southern region) and Bozrah (a major city/stronghold). Jeremiah’s ministry spans Judah’s last decades before and after Babylon’s takeover of the region. In that setting, smaller kingdoms such as Edom faced pressure, raids, shifting alliances, and imperial campaigns. The oracle frames Edom’s coming defeat as part of the wider upheavals that accompanied Babylon’s expansion and the reshaping of power in the southern Levant.
Theological Significance
These verses present Edom’s downfall as certain and overwhelming. The attack is pictured with two fast, predatory images: a lion forcing prey out of a secure place (v.19) and an eagle swooping down on Bozrah (v.22). The text explicitly ties the outcome to Yahweh’s own “counsel” and “purposes” (v.20), stressing that the event is not random.

Who “he” is in the attack scenes (vv.19, 22). Some read the attacker as Yahweh acting directly in the imagery. Others read “he” as a human invader Yahweh uses (a conqueror acting under Yahweh’s decision), with Yahweh speaking in the first person about what he will accomplish through that agent.
What “whoever is chosen” means (v.19). Some take this as Yahweh appointing a new ruler or governor over the territory after the displacement. Others take it more generally: Yahweh will install whichever conqueror he selects to take control.
The passage moves quickly between vivid third-person imagery (“he shall come up…”) and first-person divine speech (“I will suddenly make them run away… I will appoint…”). That blend makes it unclear whether the “he” is simply a picture of Yahweh’s own action, or a picture of the human instrument through whom Yahweh carries out his plan.
The text contributes a strong claim about Yahweh’s rule over international events: Edom’s fall is presented as the result of Yahweh’s settled decision (v.20), not just political luck or military strength. It also emphasizes the scope of judgment: from major centers (Teman, Bozrah) to the most vulnerable (“little ones of the flock,” v.20), the whole community experiences upheaval. Finally, it portrays judgment as publicly recognizable—loud enough to “tremble” the land and be “heard” far away (v.21)—and psychologically devastating to the very people most expected to resist (v.22).
