The passage then grounds that certainty in who Yahweh is: the maker of earth and heavens and the one who governs weather and waters (vv. 15–16). In contrast, idols are described as human products—false, lifeless (“no breath”), and doomed when judgment arrives (vv. 17–18). Yahweh is then identified as uniquely belonging to and claimed by Jacob/Israel as “portion,” and as “former of all things” (v. 19).

Where interpretation differs

What “vengeance of his temple” means (v. 11). Some read it narrowly: Babylon will be repaid for specific acts against Yahweh’s temple (desecration, plunder, or destruction). Others read it more broadly: an attack on the temple represents an attack on Yahweh’s rule and honor, so the “vengeance” is Yahweh defending his name and ordering of the world, not only a single incident.

What “many waters” refers to (v. 13). Some take it mainly as geography—Babylon’s river/canal system and defensive resources. Others treat it as a poetic picture of Babylon’s wide reach and the “waters” of peoples and trade that fed its wealth.

What “measure of your covetousness” means (v. 13). Some understand it as “your greed has reached its full limit,” meaning the time for patience has run out. Others understand it as “the measured payment for your greed,” pointing to punishment matched to wrongdoing.

Why the disagreement exists

The Hebrew images are compact and poetic, so the same phrases can plausibly point to (1) specific historical realities (temple plunder; canals; siege tactics) and (2) broader symbolic meanings (honor of Yahweh; global influence; moral accounting). The immediate context supports both: concrete military details sit next to sweeping claims about creation and the emptiness of idols.

What this passage clearly contributes

Textually, it links international events to Yahweh’s agency: he can direct rulers (“stirred up the spirit”) and bring to completion what he announced (vv. 11–12). It also gives a theological reason Babylon cannot stand: created power and wealth are not ultimate, because the Creator governs earth and sky (vv. 15–16). Finally, it argues that idol-making is a dead end—idols are manufactured, non-living (“no breath” ruach), and will collapse when judgment comes—while Yahweh is portrayed as the living maker and as Israel’s unique “portion” (vv. 17–19; Jeremiah 51:15).
