These verses present Yahweh as the main actor behind Babylon’s collapse. The repeated “with you I will break…” (vv. 20–23) stacks image after image to say the undoing will be comprehensive: military strength, ordinary people, economic life, and government leadership all get swept up.

The passage also explains a reason for the judgment: Yahweh will “repay” Babylon for “all their evil” done in Zion (v. 24). The final lines move from battlefield imagery to a decree of lasting ruin: Babylon is treated like a “destroying mountain” that will be rolled down and left unusable, even as a source of building stone (vv. 25–26).

Where interpretation differs

Who is “you” (the battle-ax)? Some read “you” as the human empire that will defeat Babylon (often linked with the rising power that captured Babylon). Others take “you” as a more symbolic agent (Yahweh’s instrument in general), or as an address to a specific figure/people within Yahweh’s plan.

How literal is the “mountain” language? Many take “destroying mountain” and “burnt mountain” as metaphors for Babylon’s power and its sudden humiliation. Others think it may also echo real geography or fortifications, while still functioning mainly as poetic picture.

How absolute is “desolate for ever”? Some understand it as unending, total abandonment. Others see it as prophetic language for irreversible collapse as an empire—an end with no recovery to its former status—without requiring that every inch of the site remain empty forever.

Why the disagreement exists The unit is highly poetic and uses piled-up images rather than straightforward description. Key identifiers are left unstated (“you,” “in your sight”), and the oracle uses absolute-sounding terms (“for ever”) that sometimes function as emphasis in prophetic speech rather than as a timeline formula.
