The reply assumes that the map lines are not the end of the story; settlement still requires work and confrontation with obstacles.
The exchange also highlights two kinds of limits. One is environmental and economic: hills may be wooded and need development. The other is military and political: valleys remain controlled by Canaanite groups with iron chariots (explicit claim), which makes lowland expansion harder.
Some readers take Joshua’s instruction (“go up to the forest…cut down”) as guidance for developing land already inside Joseph’s allotted territory. Others think Joshua is pushing them toward land that is adjacent or disputed, still associated with other resident groups (“Perizzites” and “Rephaim”), so the instruction implies further advance beyond what they currently occupy.
A related difference concerns the labels “Perizzites and Rephaim.” Some treat these as references to current peoples they would need to deal with. Others read them more as conventional place/region labels that signal who was historically associated with the area, without requiring a detailed description of who is presently there.
The passage uses compressed language: “one lot and one part” and “land of the Perizzites and of the Rephaim” can be heard either as internal development within a granted allotment or as pressure to take still-contested space. Also, the narrative moves between “hill country” and “valley,” so interpreters differ on how much Joshua’s reply addresses the specific problem Joseph raises about insufficient room.
Textually, the passage contributes a picture of leadership that responds to complaint with a practical directive rather than reissuing boundary descriptions. It also shows that Israel’s possession of the land is presented in stages: inheritance is assigned, but occupation is incomplete and complicated by terrain and by remaining Canaanite strength in key lowland corridors (e.g., Beth-shean and Jezreel).
