vv. 12–13: Delegation, accusation, and demand
Israel’s tribes send representatives throughout Benjamin, pressing them to answer for the outrage connected with Gibeah. They demand the surrender of the culpable men for execution, framing the goal as removing the wrongdoing from the broader community (Judges 20:12–13). Benjamin refuses to listen to their fellow Israelites.
vv. 14–16: Benjamin mobilizes and is counted
Benjamin gathers fighters from its towns to Gibeah to fight. The text numbers 26,000 sword-bearing men from Benjamin’s cities plus 700 selected men from Gibeah, highlighting the 700 as left-handed and exceptionally accurate slingers.
v. 17: Israel is counted
Israel (excluding Benjamin) is numbered at 400,000 sword-bearing men described as men of war, setting a stark scale contrast before the first engagements.
