Literary Context
Psalm 14 moves from describing a person who lives as though God will not call them to account (vv. 1–2) to reporting what is found when God looks down to see whether anyone understands or seeks him. Verse 3 gives the verdict of that inspection, using sweeping terms (“all,” “together,” “none,” “not one”). The rest of the psalm (vv. 4–7) continues by portraying oppressors who consume God’s people and by anticipating their collapse and Israel’s restoration. The logic is: divine searching, universal failure, then the exposure and downfall of those who exploit others.
