Unit 1 (v. 9a): Public fear
The result is not only personal relief for the speaker; “all mankind” becomes afraid. The fear reads as a serious, sobering reaction to what has happened, as though the outcome exposes a power and accountability larger than the human conflict.
Unit 2 (v. 9b–c): Public speech and reflection
People then “declare the work of God,” meaning they openly report and discuss what God has done in the situation. They also “wisely ponder” it—treating the event as something to interpret, learn from, and take to heart rather than dismiss.
Unit 3 (v. 10a–b): The righteous respond with joy and refuge
“The righteous” react differently from mere alarm: they are glad “in Yahweh,” with joy anchored in him. They also “take refuge in him,” expressing reliance and safety-seeking rather than self-protection alone (compare take refuge).
Unit 4 (v. 10c): A closing chorus of praise
The final line broadens the faithful response: “all the upright in heart” will praise him. The ending frames the whole episode as leading to open acknowledgment of God by those whose inner direction is described as upright.
