Historical Context
Ezekiel spoke among Judean exiles living under Babylonian control after earlier deportations from Jerusalem (late 7th to early 6th century BC). Political pressure and repeated revolts left Jerusalem vulnerable to siege, deprivation, and instability. In that setting, many would have wrestled with why the city was suffering and whether it would be spared. This passage addresses that crisis directly: it names recognizable disaster patterns of ancient warfare and collapse, and it anticipates survivors being brought out from Jerusalem to the same broader displaced community that Ezekiel was addressing.
Theological Significance
These verses present Jerusalem’s fall as the Lord’s deliberate act, not an accident of politics. The text explicitly stacks four disasters—war (“sword”), famine, dangerous animals, and disease—as a combined set of “severe judgments” aimed at cutting off people and animals (v. 21).

Others read it mainly as moral clarity: the observers are steadied because the remnant’s behavior demonstrates that the judgment was warranted.
2) How the remnant’s conduct functions as proof. Some understand the remnant’s “ways and deeds” as evidence of Jerusalem’s corruption—survivors show the same kind of behavior that brought judgment, proving the disaster was deserved. Others think the emphasis is broader: their conduct (whether bad, sobering, or simply revealing) makes the Lord’s stated purpose intelligible to the observers, so the event is no longer seen as random.
The text ties “comfort” directly to seeing the remnant’s conduct, but it does not spell out whether that conduct is mainly exemplary, mainly corrupt, or mainly informative. Also, “comforted” can cover both emotional settling and the kind of reassurance that comes from understanding why something happened.
The passage contributes a tight link between judgment and explanation: Jerusalem’s collapse is framed as purposeful and justified (“not without cause”), and the remnant is part of how that justification becomes publicly knowable.
