Unit 1 (v. 10a): God announces the outcome ahead of time
God says he is the one who tells “the end” from the beginning and speaks from long ago about things not yet accomplished. The point is not simply that God knows facts, but that he can state where events are headed before the steps unfold.
Unit 2 (v. 10b): God’s plan holds and God carries it out
God declares that his “counsel” will stand—his settled purpose will remain in force. He adds that he will do all his “pleasure,” meaning he will complete what he intends rather than being blocked by rival powers.
Unit 3 (v. 11a): God calls a distant agent to carry out the plan
God describes summoning “a ravenous bird from the east” and also “the man of my counsel from a far country.” The language presents a force or person coming from far away as the chosen means by which God’s stated purpose will be implemented.
Unit 4 (v. 11b): God guarantees follow-through: spoken, purposed, completed
The verse stacks parallel assurances: God has spoken, and he will bring it about; God has purposed, and he will do it. The repetition drives home the claim that God’s declared word and God’s executed action match.
