God illustrates the mismatch with a height comparison
Again introduced with “For,” the verse explains the earlier contrast with an image: the heavens are higher than the earth. Using that distance, Yahweh says his “ways” are higher than human ways, and his “thoughts” higher than human thoughts. The repetition turns the point into emphasis: the difference is not small but vast.

Because Yahweh’s thinking and acting exceed human patterns, people should not assume they know what Yahweh will do, how quickly, or by what route.
