The command to drink and the pictured collapse Jeremiah must deliver a direct message from “Yahweh of Hosts, the God of Israel.” The recipients are told to drink until they are drunk, vomit, fall, and not get back up. The cause is stated plainly: it is because of “the sword” God says he will send among them. The imagery communicates overwhelming defeat and disorientation, not a controlled or limited setback.
Refusal anticipated, refusal denied The passage imagines a scenario where the recipients refuse to take the cup from Jeremiah’s hand. Jeremiah is instructed to answer with the same authority and a doubled certainty: they “shall surely drink.” The logic is that the outcome is fixed; human refusal cannot cancel it.
Argument from Jerusalem outward to the whole earth God points to his own action beginning in “the city which is called by my name.” If judgment starts there, the rhetorical question expects a negative answer: others should not imagine they will be “utterly unpunished.” The conclusion is explicit and repeated: “You shall not be unpunished,” because God will “call for a sword” against all the earth’s inhabitants. The comparison makes Jerusalem’s experience the first example, not the exception.
Literary Context
This unit sits inside Jeremiah 25’s wider announcement of a coming international upheaval. Earlier in the chapter Jeremiah reports a long record of ignored warnings, then describes a “cup” passed from nation to nation as a vivid way to speak of disaster spreading outward. Verses 27–29 sharpen the point by anticipating resistance and denying it any effect: refusal does not change the decree. The passage also heightens scope, moving from particular recipients (“them”) to a final sweep over “all the inhabitants of the earth,” stressing that the announced event is not local-only.
Historical Context
Jeremiah speaks during Judah’s final decades as Babylon rises and surrounding states jostle for security through alliances and revolt. Jerusalem is threatened and eventually falls, and the region experiences repeated campaigns, forced deportations, and political turnover. Against that background, the passage frames coming violence as something God “sends,” not merely the result of bad diplomacy. The “city called by my name” points to Jerusalem as the symbolic center of Judah’s identity and worship, making the claim that even the central city will not be spared.
Theological Significance

Two main questions draw different readings.
First, how to take “all the inhabitants of the earth.” Some read it as expansive but still within the prophet’s known world (the lands affected by the Babylonian crisis). Others read it as intentionally universal language that reaches beyond one empire’s campaign to a wider, even global, horizon of judgment.
Second, what it means that God “begins to work evil” at the city called by his name. Many take “evil” here as disaster God brings (calamity), not moral wrongdoing in God. Others think the wording also echoes the city’s moral failure, so the “beginning” highlights responsibility: judgment starts with the place most closely identified with God.
The passage uses intense imagery (“cup,” drunkenness, vomiting, falling) and sweeping scope-language (“all the inhabitants of the earth”). Both features can function as vivid description without mapping one-to-one onto geography. Also, English “evil” can suggest moral evil, but the context centers on the “sword” as a disaster event.
Explicitly, the text claims (1) the message comes with Yahweh’s authority, (2) the coming disaster is pictured as forced drinking that ends in collapse, (3) the means is a “sword” Yahweh sends/calls for, (4) refusal does not remove accountability, and (5) beginning at Jerusalem supports the conclusion that others will not be left “unpunished.” Theologically inferred from those claims, the passage portrays divine judgment as purposeful and not avoidable by denial, and it frames Jerusalem’s special status as increasing accountability rather than guaranteeing exemption.
