Second, “write… all the words” (v. 2) may mean a complete collection of Jeremiah’s earlier messages, or a substantial, representative compilation. The passage itself stresses breadth (Israel, Judah, and the nations; from Josiah to the present), but it does not describe the scroll’s exact scope in detail.
The phrases involved (“shut up,” “all the words”) can legitimately cover more than one real-life situation or editorial practice. The narrative focuses on function (public reading and response) more than on giving precise logistical details.
This episode portrays prophetic authority as something that can be faithfully communicated through writing and public reading, not only through the prophet’s live presence. It also frames divine warning as purposeful: announced disaster is meant to be heard, to prompt turning, and to open the door to forgiveness (vv. 3, 7). Finally, it shows the message as wide in scope—addressing Israel, Judah, and other nations—while still landing on a concrete public moment (a fast day at the temple) designed for maximum hearing (vv. 2, 6).
