Why the disagreement exists

The passage uses a staged, imagined conversation (outsiders talking “each to his neighbor”) and brief, compressed statements. That leaves open questions about narrative viewpoint (future prediction vs. rhetorical portrait) and speaker identification (who exactly says the explanation). The shift from national ruin to a specific king is also abrupt, so readers may weigh differently how tightly the parts are meant to connect.
