Verse by Verse
Woe to the destroyers and scatterers Yahweh announces a “woe” against the shepherds because they have not protected the flock but have damaged it and caused it to spread out. The sheep are called “my pasture,” stressing that the flock ultimately belongs to Yahweh, not to the leaders.
The charge and the matching response Yahweh, identified as the God of Israel, states the case against the shepherds who were supposed to “feed” (care for) the people. The leaders scattered the flock, pushed them away, and did not “visit” them—meaning they failed to attend to them. Because of that neglect, Yahweh will “visit” the leaders in return, bringing consequences for what they have done.
Regathering the remnant and restoring ordinary life Yahweh promises to gather what remains of the flock from all the countries where they have been driven. He will bring them back to their folds (a picture of home and ordered life). The result is flourishing: they will become fruitful and increase.
Literary Context
This unit sits within Jeremiah’s larger sequence of speeches that confront Judah’s leadership failures and the national collapse that follows. The “shepherd” image is a simple way of talking about those tasked with guiding and providing for the people, especially leaders who shape the community’s direction. The logic moves in two steps: first, a direct “woe” and charge against those who ruined the flock; second, a promise that Yahweh will undo the scattering by gathering and reassigning oversight. The tone blends sharp accusation with near-term hope.
Historical Context
Jeremiah’s ministry spans Judah’s last decades before Jerusalem’s fall and the deportations under Babylon. In that setting, “scattering” fits both political breakdown at home and forced movement into foreign territories through conquest and exile. The passage presumes that leaders had real responsibility for the people’s welfare and that their choices contributed to disaster. It also reflects the experience of communities living away from their land and wondering whether return and rebuilding are possible. The promise of regathering speaks to displaced survivors across multiple regions.
Theological Significance
Jeremiah 23:1–4 presents God as the true owner of the community (“my pasture”) and therefore the one who holds leaders accountable. The “shepherds” are portrayed as leaders responsible to guard, guide, and provide for the people. The text explicitly says these shepherds harmed the flock: they “destroy,” “scatter,” “drive away,” and fail to “attend to” them (v.1–2). God’s response matches their failure: because they did not “visit/attend” the flock, God will “visit/attend” the leaders with consequences for their actions (v.2).

The hoped-for outcome is emotional and social stability: no more fear, no panic, and no one missing from the flock. The picture is of competent leadership producing safety and wholeness.
The passage also explicitly promises reversal. God will regather a “remnant” from “all the countries” where the flock has been dispersed and restore them to settled life (“their folds”), with renewed fruitfulness and growth (v.3). Finally, God promises to appoint new shepherds who truly care for the people, leading to safety and wholeness: less fear and panic, and no one missing from the flock (v.4).
Two questions create most of the debate.
First, who are the “shepherds”? Some read the term mainly as the kings and political officials whose decisions led to national disaster. Others include a broader set of leaders—royal officials, priests, and prophets—since Jeremiah elsewhere criticizes multiple leadership groups.
Second, how should “where I have driven them” be understood (v.3)? Some take it as direct divine agency: God actively drove the people into exile as part of judgment. Others stress that foreign empires and human leaders did the driving in history, while the text highlights God’s ultimate oversight of the outcome.
The passage uses a single metaphor (“shepherds”) for leadership without listing offices, and Jeremiah addresses different leadership groups in nearby material. Also, the exile can be described both as something Babylon did and as something God allowed and used; v.3 leans toward God’s agency, but the broader historical setting includes clear human causes.
It clarifies a moral and theological logic: leaders can be a real cause of communal harm, and God evaluates leadership by whether it protects and cares for people. It also holds together judgment and restoration in one speech: God confronts destructive leadership and promises a future with better care. The language of regathering a remnant from many lands contributes a strong hope of return after displacement, with stability and security as signs of renewed order (Jer 23:3–4).
